If you breath in certain types or consume it, yes. It shouldn't burn if applied on skin. If the skin is cracked or broken, probably. If applied on un-broken skin, no (unless you're allergic to something in the baby powder).
Any kind of rash should be checked out by a vet.
If it still smells OK and has not gone solid then it will be OK to use but may not taste as good as it should.

In my view,there is no harmful for women' skin to use baby wash.I usually use baby wash,such as Jhonson's baby wash products.I feel they are good.I use one kind of baby oil of Jhonson to lose makeup.The effect is ok.
