This is okay. You may be a little late for most people but that doesn't mean anything. You should not be worried unless you still haven't hit puberty by the time you are sixteen. A large reason why so many young people are hitting puberty at such an early age, has a lot to do with the amount of growth hormones they consume from animals that are fed these to help them grow so they can sold and butchered for food faster. Therefore when people consume them, the grow at a faster rate too.
