Not MD advice:NO, according to sources there has been 1 death from ingestion of fluoride toothpaste and 440 were actually treated in the emergency department. I wouldn't suggest eating it either, even though your breath would smell REALLY nice. I don't think its a good idea for your insides.
One way to get spattered toothpaste off the walls is to use hot and soapy water. The toothpaste should wipe off easily.

You may want to get this looked at as it is possible that it could be genital herpes if you have been exposed to them. Not sure about the toothpaste aspect but it is possible it may be a reaction if you have had toothpaste on your penis as the area of skin is very sensitive.
Use toothpaste it should get rid of it faster
