Maybe, obviously if the order(s) pertains to two or more children residing in different jurisdictions then it's legal. The other reason might be that the child support was in arrears therefore the government agency or court of jurisdiction in that state is allowed to collect money owed.

Yes, if there are children by two different mothers, however mothers can file claims in multiple states for the same child. The states generally do not communicate with each other on child support except to check to see if an enforcement action is in place. I've known fathers fighting five different states over child support on the same child, while being current in their payments in their resident state. see links below
