Is it possible to permanently seal unwanted jets in a whirlpool-type tub?

Try unthreading the nozzle and use a PVC cap fitting that fits the thread pattern and screw the cap in place of the jet nozzle. Your Home Depot or Lowes plumbing department should be able to help.
