Second, is is right to separate 'Siamese' twins in an effort to enable both twins to pursue full lives as individuals even though it is possible that one or both may twins may end up dying in the process.

The proper answer to your question is the same as the proper answer to my 2 questions. That answer is that none of the 3 questions are the right questions to ask. Personal questions in the real world are not answerable in terms of right or wrong. They are answerable in terms of balancing the degrees of risk vs. the potential amount of benefits to be derived if the risk is taken. These determinations are for the patient (or in the 3rd question, for the parents) to make after balancing those factors and seeing which one outweighs the other.
