No it is not safe to have unprotected sex with two people with herpes. Reason being is that they could spread on a part of your body that hasnt been affected yet and also could make your case worsen. Recommend to just Play it safe, have protected sex.

If neither of you are having an attack then yes it is safe. If one of you are having an attack then it may or may not bring on an attack in the other person, but hey so what you already have it. So long as you know you can cope with the attacks then go for it, it will not make it any worse.
