Is it safer not to wear a seat belt?

[Edit]

Yes. That's why many places have laws that seat belts must be worn by each person in a vehicle. I do know people who would have been hurt worse or killed if they had been wearing seatbelts, but that is rare compared to the number of people I know who were saved by seat belts. Myself included.

I carry a seat belt cutter so I would not be stuck in a car after an accident. There are some medical conditions where one should not wear a seat belt, but a doctor's note is needed or the fines are hefty, at least in my province.
