Yes and no. It may be legal in Russia, but it certainly isn't legal here. I'm sure the RIAA would have plenty to say on the matter.

There was another site like this out of Russia (allofmp3.com) which may still work for people in some countries. However, I noticed that Visa and MasterCard have disallowed the use of their cards on the site, making it unusable for North Americans unless you want to use sketchy money transfer companies that I personally don't trust. I have heard of people paying money and then not being able to download, so it sounds risky.

I am no apologist for the RIAA. I think they're despicable people. However, it is doubtful that artists receive money for songs downloaded from these Russian sites, which, to me, makes it unethical.
