Strictly speaking, no. Radon is chemically inert and therefore non-toxic.

The problem is that it's radioactive, and in addition to any potential damage that might cause, its decay products tend to be both radioactive themselves and heavy metals with the expected accompanying toxicity.

So while it's not toxic in the ordinary sense of the term, it is dangerous.
