In most places it is illegal to bike on the sidewalk. Cyclists are subject to the same laws on the road as a vehicle, someone that is also illegal to drive on the sidewalk (no surprise there). Some cities have local ordinances that allow cycling on sidewalks but from what I have seen this is not very common.
Cyclists on the road are subject to all laws of the road as well. That is to say, they must stop at stop signs, obey speed limits (a cyclists could potentially be pulled over for speeding) and can't cycle on the freeway if it is posted. Also in the state of Michigan cyclists are required to wear helmets due to a helmet law. Of course most people don't do this.

This depends on where you live. In most states it is illegal to ride your bike on the side walk, you are supposed to be in the bike lane. But all truth being told with insurance companies it is the drivers fault for failing to notice the person on the side walk.
