I am almost certain, it is touch down. The pilots can estimate their arrival time very accuratly. Also, it is easy to post those arrival times on a computer system or web site for customers to check. Furthermore, the airline wants to give the impression that their flights arrive sooner rather than later. If they added taxi time and baggage time, they are adding arbitrary minutes.
