I don't know about every single Android phone out there (the software is open source, allowing a number of manufacturers to produce Android phones), but I'm able to do it on my Motorola Droid 2.
Voice-to-text apps are different depending on the smartphone you have. Google's Android OS phone have it through a Google app available from the market, if your OS version is good.
Siri is a digital voice assistant that is strictly only available for Apple products. There are copies, or similar programs to Siri that are free to download on the Android Market. If your slide phone does not run IOS or Android, then getting a digital voice assistant on it is not possible.

At the moment I don't like there is one for Android ( I was looking for one this morning). I know they definitely have it for iPhone but not Android :( Hope that helps :)
