Yes. The water going to your house comes out of a "tap," which is an open/closed valve. In a house, this is usually a faucet though the valve you turn on to get water from the house is also a tap. Water in a well or a lake does not have one, and is therefore not "tapped." Similarly, a soda fountain is tapped (since you turn it on to fill up your cup and turn it off when through), and beer that is "on tap" is poured directly into a glass instead of just opening a bottle (which is not tapped.)
