Soil is the best to start seeds because it has nutrients and holds moisture. While sand will hold moisture, it has no nutrients. Rock is simply too hard.

there are several conditions and limitations which need to be met for good seed germination. the first is usually moisture, few seeds will germinate in a dry envirument and those who do will most likely die however the next limiting factor is oxygen availability which is negetivly related to moisture levels i.e at 100% moisture there is no oxygen available and again the seed will die. so one has to find the right combination of moisture to oxygen ration which is determined by the substrate structure be it sand, rock, peat and so forth. the standard germination tests run by seed conpanies is conducted in either sand or moist paper towels and most nurseries use peat as it is a good medium for growing the seedlng later as well. other considirations are heat and light, nutrient availablity is hardly a factor for germnation as the seedling gets all it needs from the seed at the first few days but it becomes more of a factor later on. zaf.
