As far as I know Buddhism has no restriction on surrogacy.

First off, there is no central authority in Buddhism, So even if one Buddhist leader indicated that they opposed or condoned the practice it would not be bidding to all. Secondly, The Buddha never mentioned this since it was not a an available option in his time. Therefore all we can do is look to his teachings and apply them to today's situation.

If we do this, one of the Buddha's central teachings is to do no harm. Secondly, another of his teachings is to avoid sexual misconduct. So if a surrogacy was done by a Dr in his office with the full consent and understanding of all parties and no harm was intended by all then I would have to assume it would be OK.
