Probably, but I wouldn't advise drinking it to get drunk! It occurs naturally in the essential oils of certain plants. It is used as a solvent in perfumes, soaps, and medicine - but so too is ethanol (ethyl alcohol).

The first rule of toxicolgy is that it's not the toxin, it's the dose. Drinking enough water can cause potentially lethal "water intoxication".
