I'm assuming the question wishes to compare the People's Liberation Army (PLA) of the People's Republic of China to that of the Indian Army (IA).

Quantitatively, the PLA is roughly 80% bigger than the IA in terms of active personnel, but is about the same size when reserve and paramillitary forces are included.

In terms of hardware, the PLA slightly outnumbers the IA in terms of current-generation tanks (in both cases, mostly Russian T-90 clones and derivatives), but has about double the number of older previous-generation tanks (T-72 and similar). The same goes for most other armored vehicles. The PLA seems to have a larger compliment of non-nuclear rocket launchers, while the IA maintains a larger traditional artillery section.

Both maintain a substantial air force, with the PLA being maybe 25% bigger, but the IA being equipped with a larger percentage of significantly more modern aircraft. The PLA, however, possesses a much larger SAM and air-defense section than the IA, about three times the size.

On the base numbers, the PLA is notably stronger than the IA, but not overwhelmingly so. The big difference is in structure and quality. Discounting both the reserve and paramilitary formations of both sides (neither of which are useful in anything other than true emergency defense-of-the-homeland scenarios), both are at rough parity. The IA has fought at least 3 major wars and several minor ones in the last half-century, while the PLA has fought exactly once (in the Korean War). The IA looks much closer to a "Western" standard army in terms of training, organization, and doctrine - though, frankly, it's not anywhere near the standard of the top-rate militaries such as the US and UK. The PLA, on the other hand, much resembles the old Soviet army in structure and doctrine.

Frankly, neither the PLA nor the IA is capable of force projection. Both are fully capable of fighting major border wars, however, and given the fact that both countries possess substantial nuclear arsenals, and the relatively poor relationship between the two, there is serious concern over possible conflicts. Both countries also maintain substantial (though small) elite forces which are very high quality and capable of any special forces-style attacks and operations.
