It's both. You can read the data on the disk making it an input device, and you can write data to the disk making it an output device.
A floppy disk is a storage device. There is often confusion about this, as the user could be seen to be "inputting data" by inserting a disk or "outputting" by removing it, but in actuality the floppy disk is a storage device.
