No they are not. Any of the national park $2 bills you see for sale are a standard bill printed at the Bureau of Engraving and Printing, U.S. Department of the Treasury. A non government business then takes these standard $2 bills, prints the extra color etc. onto the standard bill and refer to end product as a "privately enhanced" collectible. I doubt these bills will ever be worth much more than 2 bucks, as they are not an official US product.

They are currently being offered on TV, two for $10 plus S&H, but there is generally very little aftermarket demand for these items. They are interesting if you want to own one but they are definitely not an investment item.

While I hate to put anything past the stupidity of the US government, it seems unlikely. There is a stockpile of existing $2 bills, because they're rarely used.

More information and an explanationA private company takes genuine US $2 bills, overprints them with a design symbolic of the National Park System, and sells them as "collectibles" on TV and in magazines. These overprinted bills are not authorized by the US Treasury or the Park Service. They're "real" only to the extent that the original bill is real.

Like so many of these loudly-hyped products (e.g. gold-plated state quarters, Lincoln cents stamped with special designs, etc.) they're not generally good investments. Serious coin and bill collectors consider them to be altered or damaged items and won't buy them.

Most of the demand seems to come from "niche" groups of collectors who will pay for a complete set of the items. However individual bills and coins from these sets have almost no secondary market which is why so many of them turn up in change. Once the person who bought them finds out they can't be resold they spend them so they can at least get back $2 / 25¢ / etc. of their original cost.
