The whole book is an allegory for the rise of Soviet Russia. When the book was first published it was mistakenly put into the children's reading section which Orwell was very angry about and told them to remove it. This is because of the purpose behind the book all the symbols that are written within the novel all help add to the allegory of Soviet Russia. Children would obviously not catch this and Orwell wanted to tell the world about what was happening in Russia because everyone was blind to what was actually happening there. So, this story was created to show how naive people are to what actually happens in the world, thus he wrote it in a child-like novel format.
