No. The Juragua Nuclear Power Plant in the Cienfuegos Province of Cuba was abandoned in 2000 by agreement between Cuba and Russia.
Construction was suspended in 1992 following the collapse of the Soviet Union which, up to that point, had been providing financing and technical support for the facility, which was two 440 MW PWR's. Attempts were made to get other European support for the plant, including Russia, between 1995 and 2000 but, in the end, Fidel Castro abandoned the facility. Nuclear fuel was never delivered. Parts of the turbine were removed in 2004 to repair another facility elsewhere.

Not too likely. Does Cuba have the infrastructure to develop a nuclear weapon? Will any country sell a nuclear weapon to Cuba? More likely that terrorists will obtain a nuclear weapon either from a form Soviet Republic, or a small state such as North Korea, Pakistan or India.
