Homeowner's insurance would be the first recourse. If insurance does not cover the damages the owner of the property would be responsible.

One Possible Exception

The answer above is fundamentally accurate but the tenant is not automatically free of any obligation. If the tenant is renting a home as opposed to an apartment he may have some responsibility for reasonable upkeep and maintenance. If he fails to water the tree for a year and that is the cause of the tree falling, the owner may have recourse against the tenant.
