Apparently yes, according to experts ... however in the latest Christchurch earthquakes, boiling water has been noted springing up all around it and some of the earthquakes were centered in and around Lyttelton. A strong smell of sulfur was also noted just after these quakes. The experts insist it is extinct but is there really any such thing as an extinct volcano?

yes it is an extinct volcano but it would not be called extincted it would be called a sleeping volcano. mount gambier would be known as an extinct volcano but there is a possibilty it is a sleeping one which is called dormant volcano
They term this an extinct volcano if there is no longer a supply of magma to the chamber underlying the volcano or dormant if there is (as there is therefore still a chance of a future eruption).
