The motor in a 1991 Accord is interchangeable with the engine in a 1992 Accord. They are only slightly different but will still interchange with no problems.
Things to check: plugged fuel filter, defective fuel pump, bad relay, wiring issue, defective pressure regulator, bad injector.
Don't trust the guage, make sure there is gas in the tank
