The standard practice is to add the "s" after an apostrophe. Countering this, some writers prefer to omit the "s" if it might not be pronounced. Singular names such as "James' house" seem to be the most common exception. However, since the possessive of "witness" is normally pronounced with an extra sibilant, "witness's" would be overwhelmingly the chosen style.
