Yes, but each state law sets forth the definition of what that state deems to be a sex offender. They can differ slightly from state to state. .

Some states have began placing non sex offenders on the sex offender registry in an effort to keep track of them. This is the first sign of a the registry of the future including all crimes. There has been efforts to create a public criminal registry for all to see. So far this has not gained much support because people with non sex related crimes fight to protect their privacy and civil rights while the privacy and rights of any one convicted of a sex related crime is violated with little dispute.
