The stock market does in fact close on Presidents' Day. It is one of ten holidays that they close for. It is an American holiday and the Stock Market respects it so they close.

The answer would be "no" the first Monday in September reserved for Labor Day is a national holiday only honored in the United States and has no jurisdiction outside of the U.S. each nation optional has their own labor day or holidays that they reserve that do not affect the United States ........but may only affect their markets and not the U.S.

So, in all honesty unless another nation has a holiday that may incidentally occur the same time as U.S. Labor Day Holiday then all European markets should still remain open for commerce.
