Swimming in water is using it for a different purpose to, e.g. carrying it in a container. Someone carrying water in a container need not even be able to swim.

Aquarius is one of the three air signs (Gemini, Libra, Aquarius). It's confusing because Aquarius is called The Water Bearer.
