nope Everwood is completely fictional. Unfortunately that is the sad truth, it would be great though wouldn't it if a place like that with people so nice, were real?
It may be based on Silverton, Colorado as it is a similar location. In the 1st episode of Everwood, it is mentioned that it was discovered by Julie (Andy's now dead wife) on a train ride - Silverton has a popular tourist train.
