Is there a federal law concerning parked cars blocking a residential mailbox?

[Edit]

Answer

Well I can tell you this...
My next door neighbor had her car parked infront of their own mailbox for several days... The mailman himself came and posted a NO Parking sign right on the post of the box. The next time the car was parked there the postman called the police and they issued a ticket. Now the lady NEVER parks in front of her mail box. Law?
