Is there a place to shop in the Orlando Florida area were you can find punk clothes for a cheap price?

It depends if you want to actually be punk, or just look punk. If you are just going for a look, then you can pick up all the cookie cutter designs at Hot Topic at the mall in Orlando. If you are going more for the punk lifestyle, then hit up the local thrift stores.

...Actually, if the previous commenter had bothered to do even a smidgen of research, they'd have been able to direct you to Static, an awesome store in Winter Park (which as an Orlando resident, you know is just outside of Orlando) which has been in operation for over a decade. It used to be off Mills Ave. near Chamberlin's Market and P.F. Chang's, but it has since moved to the Winn Dixie Plaza on the corner of University and Goldenrod. The store space is a little smaller, but it's still got the same awesome punk clothes, same used vinyl collection, same accessories. I just visited there a couple of weeks ago (I'm writing this as of Oct. 2011).

You might also try Obscuria. They are only online, but they are located in Orlando, and the owners are really nice. The items are more gothic than punk and it tends to run more towards accessories like makeup, jewelry, and purses, but try it anyway, you might find something you like. GothicPlus is kind of the same deal, online, but they are located in Sanford, FL.

If you don't mind traveling a bit, head to Ybor City in Tampa. There are tons of vintage clothing and thrift stores that regularly receive punk clothes to sell.

Not exactly in Orlando, but in Winter Park! Static is located on the corner of University Blvd. and Goldenrod in the Winn Dixie plaza, just down from Tijuana Flats.
