Check out Corel Painter.
I use photoshop CS2. Bit complicated for the beginner, but has auto buttons for different looks that you want to achieve
Do an internet search for graphic software .There are free software programs that allow you to manipulate photos as in a sketch. Kodak, Picasa, Irfanview and others are free for personal use.
Try also PhotoFiltre. This is an excellent free download, just do a Google search.
You can choose intocartoon, but that software need high quality photo.
Try Zamzar, Just convert the file to a format you want to use. Its a nice and free tool
