Yes. It is called flat rate, and as far as I know, it is mandatory in every state that a shop not exceed flat rate for any auto repair. Flat rate is determined by a third party, who performs the task on the actual vehicle, and records it. It is a system designed to keep things uniform, and even, and to protect the customer from price gouging. A good tech can half flat rate, and should be able to do two jobs in the time of one. That is a bargaining tool for the customer, as long as it is a routine job, on a routine car.
