Simple answer, most likely not.
I am not sure of all the technical details involving emulating hardware, but I imagine with current CPUs, it would be very hard if not impossible to emulate a video card. Even if possible, I imagine the card emulated would be considered ancient by today's standards. This is because a video card's GPU is structured in a way that makes it very efficient for floating point operatings. Floating point operations are very crucial to computer generated graphics. The typical processor in your home computer is not meant for the amount of floating point operations needed to render computer graphics nearly as good as modern video cards.
In a nutshell, computer processors and video card processors are too different to allow proper emulation of a modern video card at usable speeds.
