As far as inside the Wizarding universe, this is vaguely controversial. We know that Dumbledore can understand Parseltongue, and that Ron imitated the sounds Harry made to open up the Chamber of Secrets in the last book. However, Harry and Voldemort, and all descendants of Slytherin are able to speak the language natural, without having to actually learn it, or really even realize they are speaking it (Harry spoke to the snake at the zoo without knowing he wasn't speaking English). Knowing all this, we concur that, though it is possible to learn it to speak passwords, or to understand what another human is saying, it seems that learned speakers of parseltongue would not be able to understand actual snakes.
Back here in the muggle world, linguists designed and created an actual language for Daniel Radcliffe to speak in the Harry Potter and the Chamber of Secrets movie.
