Probably, yes. Vidhan Parishad (Upper House - Legislative Council) in each state together with the Vidhan Sabha (Lower House - Legislative Assembly). At present only 6 of India's 28 states ( U.P., Bihar, J&K, Maharastra, Karnataka and A.P.) have Vidhan Parishad, an equivalent to the Rajya Sabha at the parliament. Other states got those abolished for various reasons in the past. Mamta Banerjee is trying to re-establishing the Vidhan Parishad in West Bengal. This Upper House in the state like the Rajya Sabha consists of journalists, lawyers, judges and such eminent people who do not want to contest election unlike other politicians. Such appointed members as wanted by civil society perform alike politicians because politics is all about choosing the best option out of the available options according to the Late P.V.
