There is a difference, however small.

The International Ampere is actually defined from the "absolute practical system of electrical units" that we still use today. It is just the explanation of the "size" that is different.

The international ampere was defined in 1893 as that unvarying current that would deposit 0.001 118 000 grams of silver per second from a solution of silver nitrate in water. The amount of silver was chosen to make the international ampere equal to the absolute practical ampere within the limits of precision of the day.
