There is no such law.
Legally, anyone can be the president of Sri Lanka as long as they are a Sri Lankan citizen and haven't been convicted of a crime etc.

The three major parties have not fielded a Tamil candidate for a presidential election until now. Lakshman Kadirgamar came closest.
