This mainly depends on what phone you own. You may want to do some research into what your phone supports, as most early android phones don't support many updates at all.

It varies from phone to phone. Some are upgradable all the way to Jelly Bean (Android 4.2.2 OS), while other phones are past their upgrade cycle and won't be getting any upgrades beyond Gingerbread. In your phone's settings, you can check to see if there's an upgrade available. Or, you can check with your carrier or the phone manufacturer if it's due for an update. Incidentally, "uqld4" is a build for your particular phone.

Assuming you have a newer version of Android OS on your current phone, when you upgrade to a newer phone, all the apps you had previously downloaded will transfer to that new phone. You can also download apps that can backup the data that is in an app (saving it to your external SD), and after retrieving the apps into your new phone, you can restore the data that was backed up. If your phone is rooted, you can use backup apps which can mass backup all the data that you have.

Some phone companies allow you to do an upgrade half way through your contract. There is only a selected amount of time to do so though. Call your provider and ask, the worst they'll do is say no. :) You can upgrade your phone at any time, but, if it's sooner than your contract allows, you'll have to pay full price for the phone or extend your contract another two years.
