In a sense, yes. There is a disease called Kuru, that is sometimes referred to as laughing sickness due to the pathologic bursts of laughter people would display when afflicted with the disease.
There is also something the Pseudobulbar Affect which causes excessive laughing or crying.
There are other causes to excessive laughing, such as drugs or being overly tired.
