Yes
Toilet papering someone's house is actually illegal. It is trespassing, it is vandalism. It is usually not prosecuted by the police as it is considered more of a prank than an attempt to do criminal mischief and there is usually no long term affects of it. But if the homeowners wanted to push things and the culprits got caught, yes they could be prosecuted.
Yes and Littering
A soft paper which is used to ensure good hygiene.
Probably not, but if you ran out and threw their car keys down the sewer grate, they'd have a hard time proving they didn't paper your house!
Often a favorite of mischief lovers, toilet papering is popular mostly amongst teens. There are certain rules that go along with this sport, though. First, know the people you are toilet papering. In other words, be aware of how to avoid them! If you're out at 9 o'clock TP'ing a person's house, odds are, you're going to get busted. Wait until later at night to strike. Another tip is to park a block or so away from your destination. This way, you can sneak up and attack without anyone noticing. If you are unlucky and do happen to get caught, just know that as long as your intentions are innocent enough, you'll just get asked to give up your toilet paper and go home. As long as you're not causing any major destruction, you'll have to pick up your mess and go on your way. However, don't let the fear of getting caught discourage you from trying TP'ing at least once! It's an adrenaline rush of an experience every person should have!
