No...triple antibiotic (neosporin) is bacitracin, neomycin, & polymixin B. Polysporin is bacitacin and polymixin B. Very similar though, just not identical!

Yes you can put ointment on it, I had the same issue, and they told me to mix antibiotic cream and cortizone cream together and put in on the cut for 2 weeks and to refrain from sex for about 2 weeks. I would say see a doctor just to be on the safe side.
My guinea pig had this problem - not sure if the cause is the same as yours. I took her to the vet and he told me she had scratched her cornea and it had become infected. He gave me some ointment (an antibiotic) that was applied to her eye every 6 hours for a week and she got better.
I have the same problem. It appears to be called pink eye and you can use polysporin to treat it
