in general...absolutely...so long as you purchase a quality product. now, there are very good laminates out there, but by the same token, you must purchase a quality product, in flooring, use this rule...if it sounds too good to be true (cost-wise), its a lousy product.

If you're talking about typical laminate underlayment, which is thin foam padding that is attached to a thin sheet of plastic, then it should just be attached with a light adhesive strip on one side of the underlayment sheets. It could easily be removed by simply pulling it from the floor.

If you are talking about something else, then it would really depend on the type of vinyl you are using. If it is a loose-lay vinyl, such as Armstrong's Stratamax, then you would be okay to lay it over top. If, however, it is standard vinyl flooring, and requires an adhesive of some sort, then you would be best to remove the underlayment, smooth out your sub-floor, and install it as normal.

No! Bad idea! Laminate is a floating floor that has to dissipate any moisture that comes up through it. If you put vinyl flooring over it, the laminate can't "breath" and it will respond to the humidity by swelling up and buckling.
