Vlad is indeed NOT legal in the State of Illinois. Illinois Supreme Court has ruled that a child is unclothed whether there is covering of the genitalia or not, if the covering is see through.

"depicted or portrayed in any pose, posture or setting involving a lewd exhibition of the unclothed genitals, pubic area, buttocks, or * * * breast of the child or other person." (Emphasis added.) 720 ILCS 5/11-20.1(a)(1)(vii) (West 2000).

In determining the intent of the legislature, the court may properly consider not only the language of the statute, but also the reason and necessity for the law, the evils sought to be remedied, and the purpose to be achieved.
