If you do any charter boating, then you must have insurance (because it's a business). What will probably get you more than anything is that most Marinas require you to have liability. The easiest way to get more exact information would be to contact a boat insurance specialist, which you can search for on Google (I'd recommend United Marine Underwriters).

But more importantly I highly recommend getting boat insurance whether Texas requires it or not. Way too many things can happen to your boat, from weather to an accident, to someone one your boat injuring themselves, and you don't want that on your head.
