I doubt it, since I live in San Diego county.
If you're asking if your gas line is frozen, we don't know, since you haven't described any symptoms. It has to get pretty cold for this to happen, and normally the only fix required is to get the car into a (heated) garage and let it warm up and thaw.

If you have frozen something it is a solid, regardless of its state at STP.
Pluto does have water in the form of frozen ice and methane gas and carbon monoxide. It's core is probabaly frozen ice and gas that is solid.
A solid gas, like dry ice (frozen carbon dioxide), is already frozen and will continue to be frozen if it is cooled. If a liquid is cooled to its freezing point, then it will freeze and become a solid.
