By definition, the thumb is both a finger and not a finger. "Finger" can mean any of the four digits besides the thumb OR any digit including the thumb. It is up to the individual to decide whether or not the thumb is considered a finger.

The thumb on the human hand has only two phalanges whereas human fingers each have 3 phalanges. This gives the thumb greater freedom of movement and enables it to do things the fingers can't do. Collectively the fingers and thumbs are known as digits. The thumb is said to be opposable to the fingers.

No. The thumb is not a finger because it only has 2 joints while the others have 3 joints.

Actually, it is still considered part of the phalanges. And the thumb does have 3 joints. You are just looking in the wrong place. The thumb is part of the palm, and the third joint is right in front of the wrist.
The thumb is considered one of the five fingers normally found on each hand. The unofficial names of the five fingers is often listed as thumb, index finger, ring finger, middle finger, and pinky finger.
