Answer:
  1. Make a copy of every page of your website (give it reasonable names like index_fr.html for a french index page)
  2. Translate the copied page to the desired language (and hyperlinks to the right language version)
  3. Create a link like a small flag representing the language (to switch between) on all pages.
  4. Repeat from step 1 to add another language, if you want.
