No. Article 3, Section 8, Clause 12 gives Congress the power to raise and support armies. Section 10, Clause 3 states that no state shall without consent of Congress keep troops or ships of war in time of peace. Article 4, Section 4 states the United States shall protect the states from invasion. The Tenth Amendment then states that all powers not delegated to the United States are reserved to the states or to the people. Since the power to raise armies has been delegated to the US, the states do not have that power. State National Guard units are technically part of the US Military forces. That is why many are being deployed to Iraq as part of the US Army.
